What Is an HMO and Why Are Fire Door Inspections a Legal Requirement?

A House in Multiple Occupation (HMO) is any property rented by three or more people who form more than one household and share facilities such as a bathroom or kitchen. HMOs include bedsits, shared student houses, converted flats, and larger licensed properties with five or more occupants. Because multiple unrelated people share living spaces, the fire risk profile of an HMO is significantly higher than that of a single-household property - making fire door compliance one of the most critical safety obligations any HMO landlord faces.

Fire doors in an HMO are the primary barrier between a fire starting in one room or flat and spreading to escape routes, communal areas, and the rest of the building. A non-compliant fire door - one with damaged seals, a faulty closer, excessive gaps or non-rated ironmongery — can fail within minutes of a fire starting, with potentially fatal consequences for sleeping tenants.

Key legislation governing HMO fire door safety includes:

Regulatory Reform (Fire Safety) Order 2005

Requires the Responsible Person — the HMO landlord or manager - to ensure all fire doors and fire safety measures are properly maintained, regularly inspected and kept in efficient working order at all times.

Housing Act 2004 & HMO Regulations

Requires all licensed HMOs to meet prescribed fire safety standards, including the provision and maintenance of compliant fire doors throughout the property. Local councils enforce these standards and can take enforcement action or revoke licences for non-compliance.

Fire Safety (England) Regulations 2022

Introduced additional fire door inspection duties for multi-occupied residential buildings over 11 metres in height, including quarterly checks of communal fire doors and annual checks of all flat entrance doors. HMO landlords in taller buildings must comply with these requirements as Responsible Persons.

Management of Houses in Multiple Occupation (England) Regulations 2006

Sets specific duties for HMO managers to maintain means of escape from fire in good order and repair, and to ensure all fire safety equipment - including fire doors — is maintained to a safe working standard at all times.

Building Safety Act 2022

Increased accountability and enforcement powers for building safety across all residential settings. Higher-risk buildings with HMO elements face additional regulatory scrutiny under this legislation.

BS 8214:2016 & BS 9999:2017

Recognised British Standards for fire door installation, inspection and maintenance. Compliance with these standards underpins any credible fire door inspection report and is expected by fire authorities, local councils and insurers.

Failure to maintain compliant fire doors in your HMO can result in enforcement notices, improvement notices, HMO licence revocation, unlimited fines, and personal criminal prosecution of the landlord or property manager. In the most serious cases involving fire fatalities, the consequences can include custodial sentences. Accredited fire door inspections are your clearest evidence of compliance and your most important protection against enforcement action.

Which Types of HMO Need Fire Door Inspections?

Fire door inspection requirements apply across a wide range of HMO property types. If you manage any of the following, you need professionally accredited fire door inspections:

Shared Houses & Bedsits

Any shared house or bedsit rented by three or more people from more than one household is classified as an HMO. Fire doors to individual rooms, communal areas and means of escape all require inspection and maintenance to the required standard.

Enquire

Licensed Large HMOs

Properties with five or more occupants forming more than one household require a mandatory HMO licence from the local council. Fire door compliance - including accredited inspections - is a condition of licensing and is regularly checked by housing enforcement officers.

Enquire

Student Accommodation HMOs

Student houses and shared properties represent a large proportion of the HMO market across the South West. High tenant turnover, informal living habits and older buildings make fire door compliance particularly important in student HMOs.

Enquire

Converted Flats & Purpose-Built Blocks

Converted properties, alongside purpose-built flat blocks, often contain multiple HMO units. These buildings carry additional fire door compliance obligations, particularly where communal stairwells, corridors and flat entrance doors must all meet current fire door standards.

What Is Included in a Professional HMO Fire Door Inspection?

Every HMO fire door inspection carried out by Wyvern Risk Management follows a structured methodology aligned with BAFE SP205 standards, BS 8214:2016, and current fire safety legislation. We inspect every critical component of each fire door set across your HMO and produce a full compliance report with photographic evidence.

Our HMO fire door inspections include checks on:

 Door Leaf & Frame Condition

We assess the door leaf, frame and fixings for damage, warping, rot, impact damage or any unauthorised alterations that could compromise the door's fire resistance rating or structural integrity.

 Intumescent & Smoke Seals

We confirm that continuous, undamaged intumescent strips and smoke seals are correctly fitted around the full door perimeter - the first line of defence against fire and toxic smoke spreading between rooms and escape routes.

 Self-Closing Devices

We verify that door closers are fully operational and that every fire door returns positively and completely into the frame every time. Disabled or removed closers are among the most common - and most dangerous - defects found in HMOs.

 Gaps & Clearances

We measure perimeter gaps (typically 3–4mm at sides and top, up to 8mm at the threshold) to confirm correct compartmentation and compliance with fire door specification requirements.

 Hinges & Ironmongery

We check for a minimum of three CE-marked, fire-rated hinges, all securely fixed and correctly specified for the door weight, and verify that all locks, handles and latches are fire-rated and correctly installed.

 Glazing & Vision Panels

Where glazing is present, we inspect fire-rated glass, confirm beading is secure and correctly specified, and verify that the glazing installation maintains the fire resistance integrity of the door set.

 Signage & Certification

Required fire door keep-shut signage, keep-locked signage and any third-party certification labels are checked for presence, legibility and correct positioning on both faces of every door.

 Full Compliance Report

A detailed written report with photographic evidence, condition ratings, prioritised remedial recommendations, and all documentation required for your HMO licence, fire risk assessment records and insurers.

Common Fire Door Defects Found in HMO Inspections

HMOs consistently present some of the highest rates of fire door defects of any property type. Our inspectors regularly encounter the following compliance failures across shared houses, bedsits and converted flats:

 Disabled Door Closers

The single most common defect in HMOs. Tenants regularly remove, wedge or disable self-closing mechanisms for convenience, rendering the fire door completely ineffective. Without a functioning closer, a fire door will not close in a fire and offers no protection to escape routes.

 Damaged or Missing Seals

Intumescent strips and smoke seals deteriorate over time, particularly in high-use HMO corridors. Missing or compressed seals allow smoke and toxic gases to pass through the door frame within minutes of a fire starting, often before occupants have time to escape.

 Non-Rated Replacement Doors

Replacement doors fitted without fire rating certification are one of the most serious compliance failures. In older converted HMOs, landlords or previous occupiers sometimes install standard internal doors in place of fire doors, which offer zero compartmentation in a fire.

 Excessive Door Gaps

Building movement, tenant use and poor installation frequently result in excessive gaps around the door leaf in HMOs. Gaps above the permitted tolerances allow flames and smoke to bypass the door, significantly reducing its rated fire resistance performance.

 Non-Fire-Rated Ironmongery

Standard door furniture — handles, latches, letterboxes and locks - is not suitable for fire doors. Non-rated ironmongery can fail under fire conditions and compromise the door's performance, particularly at the latch and frame interface where holding the door closed is critical.

 Missing or Damaged Signage

Fire door keep-shut and keep-locked signs must be present and legible on both sides of every fire door. Missing signage is both a legal compliance failure and a practical problem, as it allows tenants to prop doors open without understanding the life-safety consequences.

How Often Should HMO Fire Doors Be Inspected?

For most HMOs, a professional fire door inspection should be carried out at least every six months by a competent, accredited inspector. Where occupancy is high, tenant turnover is frequent, or the building risk profile is elevated, quarterly inspections are advisable and may be required by your insurer or local housing authority.

In HMOs located within residential buildings over 11 metres in height, the Fire Safety (England) Regulations 2022 require communal fire doors to be inspected at least every three months, and flat entrance doors annually. These checks must be carried out by a competent person and properly documented.

In addition to scheduled inspections, HMO landlords should arrange an inspection following any building works, water or fire damage, tenant report of a fault, or after a property has been vacant and re-let. Informal visual checks by the landlord or managing agent between professional inspections are strongly recommended as a supplementary measure.

Our fire door inspection service covers all HMO types and sizes across Bristol, Bath and the South West, with inspection programmes tailored to your property portfolio and compliance schedule.

Who Can Carry Out a Fire Door Inspection for an HMO?

Fire door inspections for HMOs must be carried out by a competent person with the appropriate knowledge, training, qualifications and practical experience. A competent person in this context means a qualified fire door inspector with independent accreditation - not a general maintenance contractor, handyman or building manager acting without specialist fire door qualifications.

A qualified HMO fire door inspector should have:

 Recognised Fire Door Qualifications

Such as the Level 3 Award (ABBE) in Fire Door Inspection or equivalent recognised qualification from an accredited body.

 Third-Party Accreditation

Independent accreditation under a recognised scheme such as BAFE SP205 with UKAS oversight, demonstrating ongoing assessed competence.

 Knowledge of HMO Standards

Practical understanding of HMO fire safety obligations, Housing Act requirements, local authority licensing conditions and relevant British Standards.

 Documented Reporting

The ability to produce a compliant, photographic inspection report that satisfies local council housing officers, fire authorities and insurers.

Wyvern Risk Management's principal inspector, Marc Anderson, holds the Level 3 Award (ABBE) in Fire Door Inspection, is a Tier 3 Nationally Accredited Fire Risk Assessor, and brings over 32 years of frontline Fire & Rescue Service experience to every HMO fire door inspection. Our BAFE SP205 accreditation with UKAS backing gives HMO landlords the documented assurance of competence they need to demonstrate compliance to local housing authorities and fire services across the South West.

Using an unqualified or non-accredited inspector can leave your HMO licence, your insurance and your tenants' safety at serious risk - and will not satisfy local council housing enforcement officers or the fire service in the event of an inspection or incident.

HMO Fire Door Inspections Frequently Asked Questions

Are fire door inspections a legal requirement for HMOs?

Yes. HMO landlords are legally required under the Regulatory Reform (Fire Safety) Order 2005 and the Management of Houses in Multiple Occupation (England) Regulations 2006 to ensure all fire doors are maintained in safe working order. For HMOs in buildings over 11 metres in height, the Fire Safety (England) Regulations 2022 additionally require communal fire doors to be inspected at least every three months and flat entrance doors annually. Local councils also require evidence of fire door compliance as a condition of HMO licensing.

How often should fire doors be inspected in an HMO?

At minimum, a professional fire door inspection by a competent, accredited inspector should be carried out every six months. In high-occupancy HMOs or buildings over 11 metres, quarterly inspections of communal fire doors are a legal requirement. Informal visual checks by the landlord or manager between professional inspections are strongly recommended as an additional safeguard.

What happens if my HMO fire doors fail an inspection?

Our inspectors will provide a detailed written report identifying all deficiencies and prioritised remedial actions. You should arrange repairs through a competent fire door contractor as promptly as possible, prioritising the most critical failures. We can re-inspect following remediation to provide updated compliance documentation for your records, licence renewal or insurer.

Can I carry out fire door checks myself as an HMO landlord?

HMO landlords can carry out basic informal visual checks of their fire doors as a supplementary measure, but these do not satisfy the legal requirement for inspection by a competent person. Formal compliance inspections required by the Regulatory Reform (Fire Safety) Order 2005 and local authority HMO licensing conditions must be carried out by a suitably qualified, independently accredited fire door inspector.

Do you cover HMOs across Bristol, Bath and the South West?

Yes. We provide accredited HMO fire door inspections across Bristol, Bath, Bath & North East Somerset, Gloucester, Cardiff, Newport, Exeter, Somerset, Wiltshire, Dorset and the wider South West region. See our fire door inspections in Bristol page for more information about our core service area, or contact us to confirm coverage for your specific location.

Can you inspect fire doors in an occupied HMO?

Yes. Our inspectors are experienced in working in occupied HMOs, shared houses and bedsits with minimal disruption to tenants. We work flexibly around your tenants' schedules and can carry out inspections at times that cause the least inconvenience to your occupants.

Do you provide inspections for HMO landlords with multiple properties?

Yes. We work with individual landlords and large HMO portfolios alike. We can provide a scheduled inspection programme across your full property portfolio, ensuring every property remains compliant and that your inspection records are properly maintained and up to date across all sites.

What is the difference between an HMO fire door inspection and a fire risk assessment?

A fire risk assessment is a broad evaluation of all fire hazards, risks and safety measures across your entire HMO, required under the Regulatory Reform (Fire Safety) Order 2005. A fire door inspection is a specialist, dedicated assessment of individual fire door sets to verify their condition, compliance and correct installation. Both are legal requirements for most HMOs — they complement each other but are not interchangeable. Wyvern Risk Management provides both services.
